The National Center for Materials Service Safety (NCMS) was established in December 2008 with the approval of the National Development and Reform Commission (NDRC). It is led by the University of Science and Technology Beijing (USTB) and is responsible for the construction, operation, management, and development of the Materials Service Safety Assessment Facilities (MSAF), a major national science and technology infrastructure project.

With a total investment exceeding 1.5 billion RMB, NCMS is the first national science center led by a university directly under the Ministry of Education. It is poised to become a world-class research center, with a future target of hosting over 500 researchers and 2,000 graduate students. NCMS plays an important role in advancing safety evaluation of materials used in critical engineering projects, contributing significantly to both national and global scientific and technological progress.

NCMS focuses on addressing four key scientific challenges in the field of structural material safety for major engineering projects: scale domain, environmental domain, time domain, and safety evaluation methodologies. To tackle these challenges, NCMS has developed eight large-scale, world-leading research and testing facilities for engineering structural material service safety. These facilities are :

1. Multiphase Flow Environment Test Facility for Engineering Structures

2. Atmospheric Environment Test Facility for Engineering Structures

3. Mechano-chemical Coupled -Environment Test Facility for Engineering Structures

4. High-Temperature and High-Pressure(HTHP) Vapor Environment Test Facility for Engineering Structures

5. Extreme /Multi-Factor Coupled Environment Test Facility for Engineering Materials

6. Special-Regional Environment Test Facility for Engineering Structures

7. Materials Damage Simulation Platform

8. Opening and Sharing Platform

These facilities significantly enhance the experimental research capabilities and safety evaluation technologies for large-scale and full-scale components and materials.
